The 
Act respecting the Ordre national du Québec stipulates that all Québec appointments, including promotions (to a higher rank) require prior Cabinet authorization in the form of an Order-in-Council. It allows a Québec nomination to be made posthumously, although this provision is not often applied.
The Act also grants the Premier of Québec the exclusive privilege to make foreign appointments.
